• Professor of Administrative and Constitutional Law at the Andrés Bello Catholic University and the Central University of Venezuela
• Visiting professor at the Universidad Castilla-La Mancha (Spain), Pontificia Universidad Católica Madre y Maestra (Dominican Republic) and Tashkent (Uzbekistan). He is a member of the study group on Global Law at the University of La Coruña (Spain)
• Author of more than 15 books and 120 articles published in Latin America, Europe, and the United States

Professional experience

• Lawyer with more than twenty years of experience in Constitutional and Administrative Law and economic regulation, and international investment litigation and arbitration
• Between 2019 and 2020, he was the Special Prosecutor of Venezuela, in charge of the international coordination of dozens of litigations in the United States and the United Kingdom, especially regarding public debt
• He is an independent expert of the Follow-up Mechanism of the American Convention against Corruption in the Organization of American States
• Independent consultant on economic regulation, development, and public policy issues, especially in Latin America
